Why Serbia isn't in "PayPal" ??!

Electric way of financing, paying and receiving transactions, along with buying thins via Internet is spreading everyday rapidly. This way of paying, is becoming - from future way of paying - to the present way of paying. Now, how much is it safe ? - It is 100% safe! What is the most powerful, world wide known company? - "PayPal" ! On a list of countries, where "PayPal" is doing business, we all can see that list is very,very long. There are numerous SMALL countries,with fairly-low developed industry - or they have really low percentage of Internet users; but, still, they are IN their list of available ones where individuals or business partners can do e-financing.BUT, there is one major miss in their list (worth about 3 MILLION of Internet users) - that miss is Serbia, Republic of Serbia located South-Central (South-Eastern) Europe. Why Serbia, as an European - modern country, isn't part of PayPal partnership ?
3 million Internet users without PayPal !
For many years, along with other social issues that concerns whole Serbian nation, question of "entering" PayPal into Serbia have begun to be one of the leading issues of the present. Ordinary people, along with those who want to ease their way of payments for their firm/s , are left without one of the leading (read: leading) ways of present e-paying. The advantages of e-commerce and e-paying are numerous. From comfort of being home while buying an item from America, to the percentage of additional fee - that is FIX and it can't be changed - while the other ways of paying, those trough the banks, leave the additional percentage "fee" to be the "subject of change". So, traditional way of buying trough Internet (with your credit card) requires lot more than it's actual price! While buying and paying with PayPal have ease that, and made e-commerce lot more acceptable for an average man. People of Serbia, remain shocked while Bosnia and Herzegovina, along with Albania (no disrespect) have gone in to PayPal system , while Serbia (as one of the leading countries on Balkan) was left out.
Empty promises
There were many,may statements of PayPal high representatives along with Serbian Government representatives - ministry of finance - that PayPal system will come in to Serbia in 2010.That announcement, was launched in 2009. As we all can see, nothing happened from that "promise".
Then in 2010, Minister of Telecommunications, Jasna Matic, have announced one interview to the national newspapers that " 2011 is the year when PayPal comes into Serbia " (souce: "Blic" newspaper ). As we all - again can see - nothing happened from that either.
What and when to expect?
What can people, three millions of them, to expect from future? What is actually blocking "PayPal" from entering in to Serbia? There are many other, lot smaller, poorer, countries that ARE on the list - but Serbia isn't. What's the problem? Is it the laws of Serbia, that "protect customers" from scams and being robbed? The huge bureaucracy that follows opening that kind of companies, because - i think - it would be the first company, in Serbia, that do that kind of business.One is sure, 3 million people are desperate. They want to pay and buy, some of them to sell, over Internet - and they can't because of... Nobody knows WHY? Is it about Serbian laws and Government policy ... ? Or it is about that PayPal has no intentions to go "into" Serbia, because of crisis that hit whole world - and them too, and maybe ... they are scared of "investing" in to market of Serbia?
Well, as always - hope is something that HAS to remain...last. At least, what's left -on the bottom- when Pandora's box was opened ? - HOPE.

Since I'm in America, I've so far had no problems with it. I didn't realize Serbs couldn't use PayPal. I have no idea why. They must think it's riskier to do business there for some reason. I wish I could give you the reason.
I'm from Serbia and what lafamilia said about day after day fight is bullshit. I've lived in the US for 5 years and would much rather live in Serbia at the end of the day.

Every person which leave this country and spend at least three months outside, forget how hard is here and remember only good stuff. Jes there are good stuff here at end of the day... if you survive the day.
It's really simple - if they give us paypal,they can't steal money like now,because we're paying HUGE taxes when ordering something from internet.And people just work and do nothing about anything.Crimes are organised by goverment and we are just watching...Another new day,another new hate why I live here.

Hahaha. "Day-after-day fight". "If you survive the day". I mean, sure, Serbia's middle class is pretty small, there's like 20% people below the "survival income line", but we are not that bad.
PayPal is not doing business in Serbia because local legislature doesn't allow its business model. Similar services and tricks have been used in the past for money laundering and getting big money out of Serbia into privately held offshore companies, and current government can't figure out a better way to stop that other than stopping (or at least making much harder) all foreign transactions. They are stupid and incompetent, and that's what the problem is (along with the voters who vote for them).
Serbia should totally be available on paypal!!!!
I do live in Novi Sad, second biggest Serbia town, and the cafebars are full 24/7, same as the nightclubs. Maybe the south is in poor state, but the north is still very wealth ...
PS I did live about 10 year in Austria/Germany, nothing better there ...
Guys don't wait around till Paypal finally comes to Serbia, you need to be smart.
Does Croatia or Bosnia have Paypal? if so go there and open a bank account. For user details you make up an address in Bosnia or wherever(your Grandma in Sarajevo maybe), an empty office will do fine. You then need a Bosnian phone number(prepaid mobile number works)
Lastly you need credit/debit card, this can either be the one you got with the bank(address does not have to match bank address),or much much better a prepaid card, these can often be supplied by banks.
